Synopsis
The governor of Tokyo, who just finished the reelection, gets a threatening letter. The next day, a bomb explodes in a new tunnel but Conan who heard about the blackmail from Mori in advance, prevents the terror. To pursue the criminal, Conan and his party leaves for a dam that the governor built. The day Conan starts the investigation, however, a body with unknown cause is found in the snowy field.
