Synopsis
Toma and Sebumi are police officers who fight ‘specs’ who have such extraordinary powers as telekinesis or powers of prophecy. They have emerged victorious in their battle with Ninomae, a powerful opponent with the ability to stop time. The spec-holders brought together under Ninomae have embarked upon a war for control of the planet pitting those who have these powers against those who do not.
