Behind the popularity of Ma Seok-do, is Kang Cheol-jung. Public Enemy (2001) is Seol Kyung Gu’s renowned work, with its unique, violent, corrupt, loose-cannon cop character, Kang Cheol-jung. This cop uses almost any means to catch the bad guys. Cheol-jung gets involved in the investigation into the antagonist, fund manager Jo Kyu-hwan, who apparently murdered his parents. Kyu-hwan pulls every string he has to tie down Cheol-jung, but the more Kyu-hwan tries, the more menacing the policeman gets, going beyond common sense to investigate while treading a fine line. Will this finally lead to Kyu-hwan going down? With the solid character of Cheol-jung and realistic action scenes, Public Enemy is a well-balanced and entertaining film that opens a new chapter in Korean criminal film, and is a stepping stone to later works such as The Outlaws (2017).
