Focusing on the truth behind the media distortion and bureaucratic intervention surrounding the April 16th, 2014, ‘Sewol ferry sinking disaster’.
A diving device called ‘diving bell’ miraculously offered the chance to save 304 precious lives threatened amongst an entire disaster response system malfunctioning. However, as a journalist on site, who totally empathized with the victims’ families’ desperation, I personally witnessed the invisible forces that were intentionally keeping this particular equipment from being used.
The film was at the center of the course of events authorized by the Busan International Film Festival(BIFF) Chairman of the Organization Committee(and Mayor of Busan) to pressure the  Festival Director into cancelling its screening at 2014 BIFF, as well as the Korean Film Council(KOFIC)-driven budget cut-backs in government funding for BIFF in 2015. The controversy continued into 2016 with the city of Busan refusing to reappoint the Festival Director, a special inspection by the Board of Audit and Inspection, an investigation and indictment conducted by the public prosecutor’s office, and the local film community’s decision to conduct a conditional boycott against this year’s festival.
The Constitutional Court and the Supreme Court has expanded the scope of indemnity for the press’ defamation of character or indignities towards public figures, especially in any case of challenging a public official’s ethical conduct, integrity, personal qualities, general and policy-related performances... If any activities of criticism, monitoring, and keeping check of government policies or public officials are…’do not drastically lose reasonability due to malice or imprudence’, the related press will not be held liable for defamation of character or indignity. Anyone is entitled to express any critical opinion on whether is objective or biased, but either way, this kind of opinion which can only be subjective shouldn’t have been used against the film to keep it from being publicly screened. For the head of a local government who is not a direct party related to the film’s subject matter, to use his superior status in order to enforce unjustified pressure on a film festival financially supported by the local government in light of criticism(or attack) the film poses towards the job performance of a group of public officials(including the Korean Coast Guard and the government) is totally uncalled for, especially when it is loosely accepted by law.
